Sok Xing & Hwang Managing Director Provides Opinions at Meeting of Private Sector Working Group 8 on Industrial Relations
On 17 January 2025, at the offices of Cambodia Chamber of Commerce, Mr. Sok Lor, Managing Director of Sok Xing & Hwang and also VP of CAMFEBA, participated in the meeting of Private Sector Working Group 8 on Industrial Relations, chaired by Okhna Dr. Nang Sothy.
With the attendance of over 60 participants from a diversity of private sector companies, the meeting focused in particular on the provisions, issues, and challenges in connection with Prakas No. 259 on the Determination on the Qualifications of the Person in Charge of Administration and Human Resource of Enterprises or Establishments dated 02 December 2024 (“Prakas”). to qualify as a person in charge of administration and human resources, an individual must hold a professional degree in administration and human resources or an advanced degree specialized in Labor Law issued by National Institute of Labor of the MoLVT (the “NIL”). The person in charge of administration and human resource of the enterprises or establishments is required to participate in the refresher and certification courses every 03 (three) years, which are organized by the NIL. Further, within 06 (six) months of this Prakas taking effect, enterprise or establishment in textiles, garment, footwear, travel goods, and bag industries must send their employees who are in charge of administration and human resource and who do not possess the aforementioned qualification to receive a training in administration and human resource professional degree or advanced degree specialized in Labor Law at the NIL. It is noted that the enterprise or establishment must be responsible for the cost of the training and maintain the wages, seniority and other benefits stipulated in the Labor Law..
At the meeting, Mr. Sok Lor actively engaged and set out the background leading to the issuance of the Prakas and its provisions to trigger the discussion and invite the views of the private sector participants for purposes of obtaining their feedback and input. Particularly, the main item was related to the definition of “individuals in charge of administration and human resources” pursuant to Clause 4 of the Prakas. The feedback and input of the participants will form a formal proposal to the Minister of Labor and Vocational Training for consideration by the Private Sector Working 8 on Industrial Relations in the following meeting of the Government-Private Sector Working Group 8.
